Over two-thirds of our technical staff are registered professionals, including Professional Engineers (P.E.), AIPG Certified Professional Geologists(C.P.G), Professional Geologists (P.G.), Engineering Interns (E.I.), and Hydrologists-in-Training (H.I.T.). Members of LRE staff are professionally registered in Colorado, Arizona, Wyoming, Nebraska, New Mexico, Utah, California, and Washington.

Principals

Gregg S. Ten Eyck, P.E. - President

Gregg focuses his time and energy on long-range strategic planning, both for the firm and for clients. He has been serving the needs of the water community since 1978. He has an M.S. in Civil Engineering from Colorado State University and a B.S. in Environmental Engineering from Northwestern University. He is the responsible Principal for projects involving water rights planning, hydraulic and hydrologic investigations and design, plans for augmentation, water resources planning and evaluation, water rights appraisal and modeling, assistance with State and Federal permitting, and litigation support.

During his time with LRE, Gregg has participated in technical projects including City of Black Hawk Water Rights/Water System Replacement (Colorado), Grand County Water and Sanitation District evaluation of water rights issues of Waste Water Plant Consolidation, South Suburban Park and Recreation District Golf Course Water Supply and Water Rights Planning (Colorado), Gila River Adjudication, Little Colorado River Adjudication, St. Vrain Basin Reconnaissance Study (Colorado), Southern Ute Indian Tribe domestic water system planning (Colorado), and various water rights evaluations and appraisals.

His professional activities include American Society of Civil Engineers, American Council of Engineering Companies of Colorado (ACEC/CO) (Past President), Colorado Water Congress, Vice President of East Boulder Ditch Company, Upper Clear Creek Watershed Association (Past President), and ACEC Life/Health Trust-Trustee. 

R. Gregory Roush, P.E. - Chief Operating Officer

Greg is responsible for day-to-day operations of the firm; client contact; and technical performance of projects involving water rights analyses, watershed supply and yield studies, river basin modeling, and reservoir operation studies. Specific tasks include expert testimony in hydrology, water rights and water resources engineering, statistical analysis of hydrologic records, stream gaging, basin runoff analysis, crop and wetland consumptive use calculations, analysis of aerial photographs, and water right appraisals.

During his years with LRE, Greg began work with, and continues to provide assistance to the City and County of Broomfield with water rights engineering for acquisitions, changes of water rights, operational yield studies, and protection of its water rights in water court procedures for its potable and reuse water supply systems, and is also currently assisting the Sterling Ranch Development in Douglas County with water rights acquisitions including a Rainwater Harvesting feasibility study. Other clients include Consolidated Mutual Water Company with several water rights change cases, including quantification and use of lawn grass return flows; assisted Loveland Ski Area with their Snowmaking augmentation plan including exchanges; conducted several River Basin/Water Rights models of the Salt and Verde Rivers in Arizona, Big Horn River in Wyoming, and the St. Vrain and Cache la Poudre Rivers in Colorado; and provided several water rights appraisals for Colorado clients.

Greg has a B.S. from Colorado State University. He is Secretary-Treasurer of ACEC/CO, past Chairman of the Water Resources committee of American Society of Civil Engineers of Colorado, and past chairman of Water Resources Committee and Legislative Committee of ACEC/CO. When not at work, Greg enjoys fishing, snowboarding, hunting, and traveling.  

Jon R. Ford, P.E., C.P.G. - Chairman of the Board

Jon has 36 years as a consulting geologist and 26 years of experience in ground water. Jon specializes in interpretation and evaluation of hydrogeologic systems, computer modeling, aquifer testing, water supply development, water well drilling, ground water contamination and monitoring, evaluation of mining impacts, ground water/surface water relationships, and water rights.

Jon is a graduate of Colorado School of Mines with B.S. degrees in both Geological Engineering and Geophysical Engineering.  

Edward J. Armbruster III, P.E. - Water Rights Manager

Ed has experience in hydrology, water resources engineering, and modeling of hydrologic systems since 1985. His expertise includes water rights, ground water and surface water interaction, and the operations and administration of water rights and compacts. His project management experience ranges from technical investigations to multi-disciplinary planning studies. Ed regularly serves as an expert witness in litigation concerning water right transfers, accounting and operations of plans for augmentation, hydrology, and other water resources engineering matters.

Ed has a B.S. from the University of Colorado, an M.S. in Civil Engineering from the University of Colorado, and an M.B.A. from the University of Colorado.

Jennifer L. Ashworth, P.E. – Water Resources Engineer

Jennifer began her career in water resource planning and management in 1996 and joined LRE in 1999. She is a Senior Project Manager and specializes in water rights analyses, historical consumptive use analyses, yield studies, development of augmentation plans, municipal water resource planning and management, and providing support for litigation including expert testimony. Jennifer enjoys sharing her passion for water resources engineering and water rights with her wonderful clients, which among others include the City and County of Broomfield and the City of Brighton.

Jennifer has a B.S. in Engineering from the Colorado School of Mines and an M.S. in Civil Engineering from the University of Colorado. She is actively involved in the ACEC/CO.  

Leslie H. Botham, P.E. – Principal

Les began his career in 1972 when he first came to LRE. His many years of experience include design of hydraulic structures (channels, diversions, and sedimentation ponds), delineation of flood plains and floodways, flood plain management, water rights investigations (representing and negotiating on behalf of applicants and objectors in new appropriations, changes, exchanges, and augmentation plans, determination of ownership, and historical use, developing appropriate terms and conditions), and water demand and operation studies.

During his years with LRE, Les has completed such projects as augmentation plans for the Colorado Towns of Avon, Rifle, Frisco, the City of Brighton, and several water and sanitation districts, and certification of a major flood control levee in Boulder, Colorado.

Les is particularly interested in conducting investigations, including research, analysis and interpretation of decrees, and historical documents including reports, maps, photographs, and deeds. Les fills his time outside of work with prayer, organic gardening, photography, and investing (stocks, and rental real estate).

Dennis R. McGrane, P.E., C.P.G. – Ground Water Group Manager

Dennis has experience in ground water resources, engineering, and ground water modeling since 1985. His expertise includes aquifer supply evaluations; Aquifer Storage and Recovery, well testing, well and pumping system design, ground water modeling, and water rights. His project management experience ranges from technical investigations to multi-disciplinary studies in Colorado, Idaho, Nebraska, Utah, and Arizona.

Dennis has a B.A. in Geology from Dartmouth College. He is an ACEC certified expert witness. Besides work, Dennis enjoys spending time with his four college-age children, outdoor activities (kayaking, skiing, and trail running), and coaching. Dennis has coached over 50 seasons of youth sports. He was a member of the 1984 and 1988 US Olympic Ski-Jumping Teams. 

Mary L. Presecan, P.E. - Project Manager

Mary’s career began in 1995 as an environmental engineer with Parsons Corporation. After receiving a Master's degree in Environmental and Water Resources Engineering at the University of Texas at Austin in 2002, Mary joined LRE in the surface water group to focus on water resources planning and management. 

Mary is responsible for assisting clients in their long-range water supply planning. Tasks have included water demand analyses, water rights valuation studies, analysis and recommendation of new raw water supplies, analysis of financial feasibility of reservoir storage options, reservoir operation studies, engineering analysis and expert witness testimony in support of applications to the water court for change of water rights, augmentation plans, and exchanges, engineering evaluation of potential injury due to other water court applications, and negotiations with other water providers for additional or replacement water supplies. Representative clients have included Penrose Water District, JBS Five Rivers Colorado Beef Feedlot, City of Brighton, and Boulder County Parks and Open Space.

Mary is currently the Vice Chair of the Rocky Mountain Section American Water Works Association (RMSAWWA). She has been on the Board of Directors for the Holly Hills Water & Sanitation District since 2005 and a member of the American Water Resources Association since 2002.

Mary is a triathlon and running coach and competitor. She enjoys traveling, spending time outdoors, and playing with her family.  When the kids are asleep and the workout completed, she enjoys designing jewelry or curling up with a good book.

Janet P. Williams, P.E. – Water Rights Manager

Janet has experience in water rights and water resources engineering and consulting. She initially joined LRE in 1982, took about a 7-year hiatus to stay home with 3 great kids (and teach some piano lessons), and then returned to LRE. Her experience includes water rights evaluations, historical use analyses, development of plans for augmentation, hydrologic analyses and yield studies, water supply planning, litigation support including expert testimony for water court proceedings, appraisals, and assisting clients with water right acquisitions. She actively supports the engineering profession through ACEC/CO. Janet has a B.S. in Civil Engineering from the University of Wyoming and has an Expert Witness Designation from ACEC.

Erin M. Wilson, P.E. – Basin Planning Manager

Erin has been a practicing water resources engineer since 1988. Her expertise includes water resource planning, water rights analysis, consumptive use modeling, and surface water modeling. Erin has been actively involved in the development of the Colorado Decision Support System in every Colorado basin, and she has taken the lead in developing and conducting model training workshops for the State. She has been involved in the development of over twenty basin-scale water right allocation models throughout her career. Her long-term clients range from the Colorado Water Conservation Board and Colorado State Parks to the Southern Ute Indian Tribe and the Wyoming Water Development Commission.

Erin has degrees in Geophysical Engineering from Colorado School of Mines and Civil Engineering from Colorado State University. Her professional activities have included chair of the ACEC Water Resources Committee, technical chair for a national ASCE conference, and Green Mountain Water and Sanitation District board member. She is currently a board member of the Colorado Water Trust. Erin is a frequent presenter at water resource forums and conferences. She enjoys skiing in the winter, and golfing whenever the weather allows.
